There being a quorum present, the following business was transacted. The following members arrived after the roll was called: none. Senator Harris asked the members to look at the minutes from the May 4, 1999 Administration Committee meeting. Senator Madla moved adoption of the minutes. Without objection the minutes were approved. The Chair laid out HB 469 and recognized Janice M. Steffes, in the absence of the Senate sponsor, to explain the bill. Senator Madla moved that HB 469 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Madla moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Madla assumed the chair. The Chair laid out HB 1368 and recognized the Senate sponsor, Senator Harris, to explain the bill. Senator Harris sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Ellis moved that HB 1368, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Harris moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Harris resumed the chair and laid out HB 1615 in the absence of the Senate sponsor. Senator Madla moved that HB 1615 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Madla moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. The Chair laid out HB 3091 in the absence of the Senate sponsor. Witnesses testifying and registering on the bill are shown on the attached list. Senator Harris sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Ellis moved that SB 3091, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The Chair laid out HB 3477, in the absence of the Senate sponsor. There being no witnesses to testify for or against the bill, public testimony was closed. Senator Ellis moved that HB 3477 be reported favorably to the Senate with the recommendation that it do pass and be printed. Senator Harris asked if there were any questions or discussion on the bills recommended for the Local and Uncontested Calendar. There was discussion. Senator Madla moved certification of the bills recommended for the Local and Uncontested Calendar with the exception of HB 565 by Lucio, HB 1063 by Shapleigh, HB 2110 by Jackson, passed on floor, SB 1479 by Cain - left pending, SB 1615 by Lucio and SCR 63 by Armbrister. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. There being no further business, at 9:50 am Senator Harris moved that the Committee stand recessed subject to the call of the Chair.
