Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Economic
Development was held on Tuesday, March 2, 1999 in the Lt.
Governor's Committee Room, at Austin, Texas.

The Chair called the meeting to order at 9:00 am. There being
a quorum present, the following business was transacted.
The Chair laid out SB 393 and recognized the author, Senator
Jackson, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Chairman Sibley then moved that the public hearing be closed.
Without objection, it was so ordered. Senator Jackson moved
that SB 393 be reported favorably to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 7 ayes, 0 nays, 0 present not voting,
and 0 absent.
The Chair laid out SB 394 and recognized the author, Senator
Jackson, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Chairman Sibley then moved that the public hearing be closed.
Without objection, it was so ordered. Senator Jackson sent up
Committee Amendment 1 and moved adoption; without objection,
the amendment was adopted. Senator Jackson sent up Committee
Amendment 2 and moved adoption; without objection, the
amendment was adopted. Senator Jackson requested unanimous
consent to incorporate the amendments into a committee
substitute; without objection, it was so ordered. Senator
Jackson then moved that the new committee substitute be
adopted; without objection, it was so ordered. Senator
Jackson moved that SB 394 do not pass but that CSSB 394 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 7
ayes, 0 nays, 0 present not voting, and 0 absent.
At 9:20 am Senator Armbrister assumed the chair, laid out SB
334 and recognized the author, Senator Sibley, to explain the
bill. Witnesses registering on the bill are shown on the
attached list. The Chairman then moved that the public
hearing be closed. Without objection, it was so ordered.

Senate with the recommendation that it do pass and be printed.

not voting, and 0 absent. Senator Sibley moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The Chair laid out SB 335 and recognized the author, Senator
Sibley, to explain the bill. Witnesses registering on the
bill are shown on the attached list. The Chairman then moved
that the public hearing be closed. Without objection, it was
so ordered. Senator Sibley moved that SB 335 be reported
favorably to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 7
ayes, 0 nays, 0 present not voting, and 0 absent. Senator
Sibley moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
At 9:25 am Senator Sibley resumed the chair, laid out SB 456
and recognized the author, Senator Madla. Senator Madla sent
up a committee substitute and explained the difference between
the committee substitute and the bill as filed. Senator Madla
moved adoption of the committee substitute; without objection,
it was so ordered. The Chairman then called witnesses to
testify on the bill.
At 9:50 am, Chairman Sibley suspended the hearing on SB 456,
and advised that the Committee would take up SB 517 by Senator
Shapiro when the Committee reconvened after adjournment, and
would then continue the hearing on SB 456. The Chairman then
moved that the Committee stand recessed until after
adjournment of the Senate. Without objection, it was so
ordered.
At 12:15 pm the Committee reconvened. Chairman Sibley laid
out SB 517 and recognized the author, Senator Shapiro, to
explain the bill. Witnesses testifying and registering on the
bill are shown on the attached list. The Chairman then moved
that the public hearing be closed. Without objection, it was
so ordered. Senator Madla moved that SB 517 be reported
favorably to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 6
ayes, 0 nays, 0 present not voting, and 1 absent. Senator
Fraser moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
The Chairman then called for testimony to continue on SB 456.
Witnesses testifying and registering on the bill are shown on
the attached list. Chairman Sibley referred SB 456 to the
Subcommittee on Technology and Business Growth for further
consideration.
