MINUTES SENATE COMMITTEE ON ECONOMIC DEVELOPMENT Tuesday, March 9, 1999 9:00 am Lt. Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Economic Development was held on Tuesday, March 9, 1999 in the Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator David Sibley, Chairman Senator John Whitmire Senator Kenneth Armbrister, Vice Chairman Senator John Carona Senator Troy Fraser Senator Mike Jackson Senator Frank Madla ***** The Chairman called the meeting to order at 9:00 am. There being a quorum present, the following business was transacted. The Chairman laid out SB 172 by Senator Harris, SB 520 by Senator Cain and SB 970 by Senator Sibley. The Chairman recognized Senator Harris on SB 172, who requested that SB 172 be left pending. The Chairman moved that SB 172 be left pending; without objection, it was so ordered. The Chairman laid out SB 520 and recognized the author, Senator Cain. Chairman Sibley sent up a committee substitute and recognized Senator Cain to explain the difference between the committee substitute and the bill as filed. Senator Sibley moved adoption of the committee substitute, without objection, it was so ordered. The following witnesses testified in favor of the bill: Joyce Barrow, representing the Tax Assessor/Collector Association Allan Rushing, representing County Tax Assessors Max Wheeler, representing Tax Assessor/Collector Association of Texas Patrick Kubala, representing Wharton County, registered in favor of the bill but did not testify. Senator Armbrister moved that SB 520 do not pass but that CSSB 520 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Madla moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. At 9:25 am Senator Armbrister assumed the Chair and recognized Senator Sibley to explain SB 970. At 9:26 am Senator Jackson assumed the Chair and called witnesses wishing to testify on the bill. At 9:50 am the Chairman recessed the hearing until 30 minutes after adjournment of the Senate, and advised that consideration of SB 970 would continue at that time. At 11:40 am the Committee reconvened. Senator Armbrister assumed the Chair and called for testimony on SB 970 to continue. Witnesses testifying and registering on the bill are shown on the attached list. Upon completion of testimony, the Chairman read the names of witnesses registering on the bill but not wishing to testify. The Chairman then moved that the public hearing be closed; without objection, it was so ordered. Senator Sibley requested that SB 970 be left pending. The Chairman then moved that the bill be left pending; without objection, it was so ordered. At 12:50 pm Senator Sibley resumed the Chair. There being no further business, at 12:51 pm Chairman Sibley moved that the Committee stand recessed subject to the call of the Chairman.
