There being a quorum present, the following business was transacted. The Chairman laid out SB 861 and recognized the author, Senator Fraser, to explain the bill. Senator Fraser moved that SB 861 be left pending to await a substitute; without objection, it was so ordered. When the committee reconvened after adjournment of the Senate, Senator Fraser sent up a committee substitute and moved adoption; without objection, the substitute was adopted.
