MINUTES SENATE COMMITTEE ON ECONOMIC DEVELOPMENT Subcommittee on the Effect of Government Regulations on Economic Development Wednesday, December 1, 1999 10:00 a.m. Bay Area Community Center, Clear Lake, Texas ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Economic Development, Subcommittee on the Effect of Government Regulations on Economic Development, was held on Wednesday, December 1, 1999, in the Bay Area Community Center, Clear Lake, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Mike Jackson, Chairman Senator Kenneth Armbrister Senator John Carona ***** Chairman Jackson called the meeting to order at 10:05 a.m. There being a quorum present, the following business was transacted: Chairman Jackson introduced the members of the Subcommittee and welcomed Senator David Sibley, Chairman of the standing Committee on Economic Development, to the hearing. Chairman Jackson then announced that the committee would begin with invited testimony. The following witnesses testified on the impact of local, state and federal government regulations on economic development: Julia Rathgeber, representing the Texas Natural Resources Conservation Commission Brian Murray, representing the Texas Department of Economic Development Tonia Ramirez, representing the Texas Department of Transportation. Following the invited testimony and questions from the members, Chairman Jackson opened public testimony. The following witnesses testified in the order listed: Jim Lester, representing Environmental Institute of Houston David E. Benson, representing the City of Pasadena/Pasadena Second Century Corporation Fred Welch, representing the Brazoria County Partnership Mike Rozell, representing Harris County Judge Eckels office Rick Lawrence, representing LaMarque Economic Development Corporation Toy Wood, representing GHBA and Houston Construction Industry Council Hans Olavson, representing the Texas Department of Transportation. The Chairman read the names of the following witnesses who registered but did not wish to testify: Michael Franklin, representing himself Ken Huestetler, representing the City of Dickinson Tony Wiese, representing himself Darcy Zarubiak, representing the D/FW International Airport. There being no further business, at 12:35 p.m. Chairman Jackson moved that the Subcommittee stand recessed subject to the call of the chair.
