         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Economic  
         Development, Subcommittee on Private Sector Business Financing,   
         was held on Wednesday, January 19, 2000, in the Senate Chamber  
         at Austin, Texas.

         The Chairman called the meeting to order at 11:25 a.m.  The  
         following business was transacted:   
          
         The Subcommittee met to discuss and hear invited testimony on  
         trends relating to the availability of private sector business  
         financing in order to find ways to promote entrepreneurship, job  
         creation and economic development in Texas. 
          
         Chairman Carona called the first invited witness, Craig Pinkley,  
         Finance Director at the Texas Department of Economic  
         Development.  Mr. Pinkley discussed programs available at the  
         Department of Economic Development to assist businesses in  
         Texas. 
          
         Mr. Pinkley's testimony was followed by David Pinkus,  
         representing Small Business United of Texas, who discussed his  
         organization's efforts toward improving access to capital for  
         Texas small and emerging businesses.   
          
         Upon completion of Mr. Pinkus' testimony and response to members'  
         questions, at 11:50 am Chairman Carona moved that the  
         Subcommittee stand recessed to await the arrival of an invited  
         witness.  Without objection, it was so ordered. 
          
         At 12:15 pm the Subcommittee reconvened and the Chairman called  
         Dan Donohoe, representing Bank One, Texas N.A., of Dallas, and  
         Thomas Adamek, representing Certified Capital Corporations  
         (CAPCO), of Baton Rouge, Louisiana.  Mr. Adamek discussed  
  
         CAPCO's programs for small businesses and responded to members'  
         questions. 
          
         There being no further business, at 12:30 p.m. Chairman Carona  
         moved that the Subcommittee stand recessed subject to the call  
         of the chair.  Without objection, it was so ordered.
