Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Economic
Development Subcommittee on 9-1-1 Emergency Communications was
held on Wednesday, June 21, 2000, in the Capitol Extension, Room
E1.012, at Austin, Texas.

Chairman Frank Madla called the meeting to order at 10:05 a.m.
The following business was transacted:
The committee heard testimony on whether cities should be
allowed to opt out of the current
9-1-1 System. Scott Cooley, representing the City of Corpus
Christi, testified. Sheriff Margo Frasier, representing Travis
County, testified. Jesus Garza, representing the City of
Austin, testified. James D. Goerke, representing the Texas
Commission on State Emergency Communications, testified.
Laverne Hogan, representing the Greater Harris County 9-1-1
District, testified. Joe McComb, representing the Coastal Bend
Council of Governments, testified. Bill Munn, representing the
Tarrant County 9-1-1 District, testified. Thomas Ratliff,
representing AT&T and Western Wireless, testified. Carey
Spence, representing the Texas Commission on State Emergency
Communication, testified. Thomas Utter, representing the City
of Corpus Christi, testified. Betty Voights, representing the
Capital Area Planning Council, testified. Bill Buchholtz,
representing the Bexar Metro 9-1-1 Network, registered but did
not testify. Doka Caudle, representing the City of Dallas,
registered but did not testify. Woody Glover, representing the
9-1-1 Network of East Texas, registered but did not testify.
Joni Ramsey, representing the Town of Addison, registered but
did not testify. Melissa Tutton, representing the City of
Plano, registered but did not testify. Chairman Madla then
announced that the next hearing would be held on July 10th, 2000
in Dallas, Texas.
There being no further business, at 11:37 a.m. Chairman Madla
moved that the committee stand in recess subject to the call of
the chair. Without objection it was so ordered.
