There being a quorum present, the following business was transacted. The following members arrived after the roll was called: Senator Jackson. Senator Madla moved that the minutes from the last meeting, April 15, 1999, be approved. Without objection, it was so ordered. The Chair laid out SB 291 and recognized the author, Senator Nixon, to explain the bill. Senator Madla sent up a committee substitute; the Chair recognized Senator Nixon to explain the difference between the committee substitute and the bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. Senator Fraser moved that SB 291 be left pending; without objection, it was so ordered. The Chair laid out SB 215. Senator Jackson moved that the Committee Substitute that had been previously adopted be pulled down. Senator Jackson sent up a new committee substitute; Senator Fraser explained the difference between the new committee substitute and the bill as filed.
