         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Wednesday, February 3,  
         1999 in the Capitol Extension, Room E1.028, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Frank Madla                     None 
         Senator Jon Lindsay 
         Senator Rodney Ellis 
         Senator Mike Moncrief 
         Senator Drew Nixon

         The Chair called the meeting to order at 9:00 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out and explained the committee rules. 
          
         The Chair requested unanimous consent to incorporate an  
         amendment into committee rule number seven; without objection,  
         it was so ordered.  
          
         Senator Nixon then moved that the new committee rules be  
         adopted.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         There being no further business, at 9:05 am Senator Madla  
  
         moved that the Committee be adjourned. Without objection, it  
         was so ordered.
