Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, February
24, 1999 in the Capitol Extension, Room E1.028, at Austin,
Texas.

The Chair called the meeting to order at 9:05 am. There being
a quorum present, the following business was transacted.
The Chair laid out SB271 and recognized the author, Senator
Duncan, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Moncrief moved that SB271 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB264 and recognized the author, Senator
Duncan, to explain the bill.
Senator Lindsay moved that SB264 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out SB379 and recognized the author, Senator
Cain, to explain the bill.

Senator Moncrief moved that SB379 be reported favorably to the
Senate with the recommendation that it do pass and be printed.

The Chair announced SB 55 and SB 150 have been pulled from the
agenda.
The Chair laid out SB124 and recognized Senator Ellis, in the
absence of the author, to explain the bill.
Senator Ellis moved that SB124 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Ellis moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair announced that the previously adopted committee
substitute for SB 337 be withdrawn, without objection, it was
so ordered.
Senator Lindsay assumed the chair.
The Chair laid out SB337 and recognized the author, Senator
Madla, to explain the bill.
Senator Madla sent up a committee substitute; the Chair
recognized Senator Madla to explain the difference between the
committee substitute and the bill as filed. Senator Madla
moved adoption of the committee substitute, without objection,
it was so ordered.
Senator Madla moved that SB337 do not pass but that CSSB337 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 5
ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out SB338 and recognized the author, Senator
Madla, to explain the bill.
Senator Madla moved that SB338 be reported favorably to the
Senate with the recommendation that it do pass and be printed.

reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 5

The Chair laid out SB339 and moved that SB339 be left pending;
without objection, it was so ordered.
There being no further business, at 9:50 am Senator Madla
moved that the Committee be adjourned. Without objection, it
was so ordered.
