Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Thursday, May 6, 1999
in Lt. Governor's Reception Room, at Austin, Texas.

Senator Jon Lindsay
Senator Rodney Ellis
Senator Mike Moncrief
Senator Drew Nixon

The Chair called the meeting to order at 12:20 pm. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
Senator Ellis moved to be shown voting aye on all bills,
without objection, it was so ordered.
Senator Nixon assumed the chair.
The Chair laid out SB1899 and recognized Senator Madla, in the
absence of the author, to explain the bill.
The Chair moved that SB1899 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Nixon moved that SB1899 be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 4 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Nixon moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out HB2235 and recognized Senator Madla, in the
absence of the Senate sponsor, to explain the bill.
The Chair moved that HB2235 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Nixon moved that HB2235 be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 4 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Nixon moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senator Madla resumed the chair.
The Chair laid out SB1903 and recognized the author, Senator
Zaffirini, to explain the bill.
The Chair moved that SB1903 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Nixon moved that SB1903 be reported back to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 4 ayes, 0 nays, 0
present not voting, and 1 absent.
Senator Nixon moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out HB2684 and recognized the Senate sponsor,
Senator Gallegos, Jr., to explain the bill.
Senator Madla sent up a committee substitute; the Chair
recognized Senator Gallegos, Jr. to explain the difference
between the committee substitute and the bill as filed.
Senator Madla moved adoption of the committee substitute,
without objection, it was so ordered.
Senator Madla sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
Senator Ellis then moved that the new committee substitute be
adopted; without objection, it was so ordered. Senator Ellis
moved that HB2684 do not pass but that CSHB2684 be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 3 ayes, 0 nays,
1 present not voting, and 1 absent.
Witnesses testifying and registering on the bill are shown on
the attached list.
There being no further business, at 12:42 pm Senator Madla
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
