         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Tuesday, April 25, 2000,  
         in the Capitol Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 9:15 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chairman announced the committee would hear testimony by  
         subject area.  The subject area and testimony are as follows: 
          
         Housing Trust Fund (HTF): Daisey Stiner, John Garwin and Keith  
         Hoffpauir.   
          
         HOME Investment Partnerships Program (HOME): Daisey Stiner, Bill  
         Dally, Bruce Spitzengel.   
          
         Statewide Housing Assistance Payments Program (Section 8):  
         Daisey Stiner and Mario Aguilar. 
          
         Multi-family Mortgage Revenue Bond (MB) Programs: Dailey Shiner  
         and Brent Stewart. 
          
         Single-family Mortgage Revenue Bond (MB) Programs: Dailey Shiner  
         and Pam Morris. 
          
         Low Income Housing Tax Credit (LIHTC) Program: Dailey Shiner,  
         Cherno Njie and Reymundo Ocanas. 
          
         Texas State Affordable Housing Corporation (TSAHC): Michael  
         Sullivan. 
          
         There being no further business, at 12:25 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
  
         the chair.  Without objection, it was so ordered.
