Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, June 12, 2000,
in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m. There being
a quorum present, the following business was transacted:
The chair laid out charge three:
Review the statutory authority granted to local governments to
regulate the development of residential subdivisions. The
Committee shall identify conflicting provisions and make
recommendations to clarify existing statutes.
The following are witnesses testifying and registering on charge
three:
Donald Lee, representing Texas Conference of Urban Counties,
testified on the charge. Ed Garza, representing City of San
Antonio, testified on the charge. Robert Litke, representing
City of Houston, testified on the charge. Ray Tonjes,
representing himself, testified on the charge. Wayne Harwell,
representing Greater San Antonio Builder Association, testified
on the charge. Norman Dugas, representing himself, testified on
the charge. Frank Turner, representing City of Plano, testified
on the charge. Jim Allison, representing County Judges and
Commissioners Association of Texas, registered on the charge but
did not testify.
At 11:55, the chair called a ten minute break. At 12:05 the
chair laid out charge five:
Examine the powers, functions and programs administered by the
Texas Department of Housing and Community Affairs (TDHCA) and
the Texas State Affordable Housing Corporation (TSAHC). The
committee's report will assess the methodology used in
allocating the various housing funds and resources, including
the Low-Income Housing Tax Credit program and the Housing Trust
Fund, and the compliance by the agency with that methodology,
and address whether the programs administered by TDHCA and the
TSAHC meet the affordable housing demands of targeted population
groups throughout the State of Texas.

Community Affairs (TDHCA), testified on the charge. John
Garvin, representing TDHCA, testified on the charge. Ruth
Cedillo, representing TDHCA, testified on the charge. Sam
Guzman, representing TDHCA, testified on the charge. Sandy
Mauro, representing TDHCA, testified on the charge. Homero
Cabello, Jr., representing TDHCA, testified on the charge.
Bobbie Hill, representing TDHCA, testified on the charge. Sally
Velasquez, representing City of Eagle Pass, testified on the
charge.
At 1:20 p.m. Senator Madla moved that the committee stand
recessed until call of the chair; without objection, it was so
ordered.
