Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Education
was held on Wednesday, February 17, 1999 in the Capitol
Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 11:30 am. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
Senator Bivins announced that no action would be taken on SB
225.
The Chair laid out SB 81 and recognized the author, Senator
Carona, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Sibley moved that SB 81 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 3 absent. Senator Nelson moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
Senator Sibley moved to approve the committee minutes for the
Education Committee hearings dated February 10, 1999 and
February 15, 1999. There being no objection, the minutes were
unanimously approved.
The Chair laid out SB 293 and recognized Senator Nelson, in
the absence of the author, to explain the bill. Witnesses
testifying and registering on the bill are shown on the
attached list. Senator Sibley moved that SB 293 be reported
favorably to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 6
ayes, 0 nays, 0 present not voting, and 3 absent. Senator
Nelson moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.
At 11:35 am Senator Sibley assumed the chair.
The Chair laid out SB 226 and recognized the author, Senator
Bivins, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Bivins moved that SB 226 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 3 absent. Senator Bivins moved that the bill
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The Chair laid out SB 260 and recognized the author, Senator
Bivins, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Bivins moved that SB 260 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting, and 3 absent.
At 12:05 pm Senator Bivins resumed the chair.
The Chair laid out SCR 20 and recognized the author, Senator
Haywood, to explain the bill. Senator Sibley sent up a
committee substitute; the Chair recognized Senator Haywood to
explain the difference between the committee substitute and
the bill as filed. Senator Sibley moved adoption of the
committee substitute, without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list. Senator Zaffirini moved that SCR 20 do not
pass but that CSSCR 20 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 6 ayes, 0 nays, 0 present not voting,
and 3 absent.
There being no further business, at 12:10 pm Senator Nelson
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
