MINUTES SENATE COMMITTEE ON EDUCATION Monday, March 22, 1999 9:00 am Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Education was held on Monday, March 22, 1999 in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Teel Bivins None Senator Gregory Luna Senator David Cain Senator Jane Nelson Senator Steve Ogden Senator Bill Ratliff Senator David Sibley Senator Royce West Senator Judith Zaffirini ***** The Chair called the meeting to order at 9:10 am. There being a quorum present, the following business was transacted. The minutes from the prior hearing were unanimously approved. The subcommittee report on CSSB 37 was laid out by Senator West. Witnesses testifying and registering on the bill are shown on the attached list. Senator Sibley sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Sibley sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. At 9:15 am Senator West assumed the chair. Senator Bivins sent up Committee Amendment 3 and moved adoption; without objection, the amendment was adopted. At 9:18 am Senator Bivins resumed the chair. Senator Sibley requested unanimous consent to incorporate amendments into the committee substitute; without objection, it was so ordered. Senator Sibley then moved that the new committee substitute be adopted; without objection, it was so ordered. Senator West moved that CSSB 37 do not pass but that CSSB 37 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. The Committee heard invited testimony relating to Compensatory Education. Witnesses testifying and registering on the bill are shown on the attached list. At 11:10 am Senator Luna assumed the chair. At 11:35 am Senator Bivins resumed the chair. The Committee recessed at 1:12 pm until after the daily meeting of the full session. The Committee reconvened at 6:00 pm. Testimony relating to Compensatory Education resumed. There being no further business, at 6:40 pm Senator Sibley moved that the Committee stand recessed subject to the call of the Chair.
