**REVISION** MINUTES SENATE COMMITTEE ON EDUCATION Friday, April 23, 1999 8:00 am Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Education was held on Friday, April 23, 1999 in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Teel Bivins Senator Gregory Luna Senator David Cain Senator Jane Nelson Senator Steve Ogden Senator Bill Ratliff Senator David Sibley Senator Royce West Senator Judith Zaffirini ***** The Chair called the meeting to order at 8:05 am. There being a quorum present, the following business was transacted. At 8:05 am Senator Zaffirini assumed the chair. The Chair laid out SB 4 and recognized the author, Senator Bivins, to explain the bill. Senator Bivins sent up a new committee substitute; the Chair recognized Senator Bivins to explain the difference between the new committee substitute and the bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. Senator Bivins sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Bivins sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. Senator Bivins sent up Committee Amendment 3 and moved adoption; without objection, the amendment was adopted. Senator Bivins requested unanimous consent to incorporate amendments into the committee substitute; without objection, it was so ordered. Senator Bivins then moved that the new committee substitute be adopted; without objection, it was so ordered. Senator Bivins moved that SB 4 do not pass but that CSSB 4 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. At 8:45 am Senator Bivins resumed the chair. There being no further business, at 8:45 am Senator Bivins moved that the Committee stand recessed subject to the call of the Chair.
