         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Education was  
         held on Wednesday, March 1, 2000, in the Midland College

         The chair called the meeting to order at 9:45 a.m.  The  
         following business was transacted:   
          
         Senator West moved that the minutes for the prior hearing be  
         approved;  there being no objection, the minutes were approved. 
          
         Senator Nelson moved adoption of the Report on Interim Charge #1  
         to the Special Commission on 21st Century Colleges &  
         Universities;  the motion carried with a record vote of 5 ayes,  
         0 nay, 0 present not voting, and 4 absent.    
          
         Chairman Bivins offered opening remarks. 
          
         Chairman Bivins recognized the presence of Representative Tom  
         Craddick. 
          
         The Committee heard testimony from invited witnesses;  witness  
         list attached. 
          
         The Committee recessed for lunch at 12:55 p.m. 
          
         The Committee reconvened at 1:40 p.m. 
          
         The Committee heard public testimony;  witness list attached. 
          
         There being no further business, at 3:45 p.m. Senator Bivins  
  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
