MINUTES SENATE SUBCOMMITTEE ON HIGHER EDUCATION Monday, March 8, 1999 3:30 pm Lt. Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing Senate Subcommittee on Higher Education was held on Monday, March 8, 1999 in Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Royce West Senator Steve Ogden Senator Jane Nelson Senator Bill Ratliff Senator Judith Zaffirini ***** The Chair suspended the posting rule on the Senate Floor in order for the Committee to meet 30 minutes after adjournment. The Chair called the meeting to order at 2:35 pm. There being a quorum present, the following business was transacted. The Chair made a motion to approve the minutes from the previous committee hearing, Senator Zaffirini seconded the motion; there being no objection, the minutes were approved. The Chair laid out SB 344 and recognized the author, Senator Jackson, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Zaffirini sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Zaffirini moved that Committee Amendment 1 be rolled into the bill to create a committee substitute; there being no objection, it was so ordered. Senator Zaffirini moved that the new committee substitute be adopted; there being no objection, it was adopted. Senator Zaffirini moved that SB 344 not pass, but CSSB 344 be reported favorably to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Zaffirini moved that the subcommittee recommend to the full committee that this bill be recommended for placement on the Local and Uncontested calendar; without objection, it was so ordered. The Chair laid out SB 481 and recognized Senator Jackson, in the absence of the author, to explain the bill. Senator Zaffirini sent up a committee substitute; the Chair recognized Senator Jackson to explain the difference between the committee substitute and the bill as filed. Senator Zaffirini moved adoption of the committee substitute, without objection, it was so ordered. Senator Zaffirini moved that SB 481 do not pass but that CSSB 481 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Zaffirini moved that the subcommittee recommend to the full committee that this bill be recommended for placement on the Local and Uncontested calendar; without objection, it was so ordered. The Chair laid out SB 37 and recognized the author, Senator Ellis, to explain the bill. Senator West sent up a committee substitute; the Chair recognized Senator Ellis to explain the difference between the committee substitute and the bill as filed. Senator West moved adoption of the committee substitute, without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. Senator Zaffirini sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Zaffirini moved that Committee Amendment 1 be rolled into the committee substitute to create a new substitute; there being no objection, it was so ordered. Senator Zaffirini moved that the new substitute be adopted; there being no objection, the substitute was adopted. At the request of the author, Senator West moved that CSSB 37 be left pending; without objection, it was so ordered. There being no further business, at 3:25 pm Senator West moved that the Committee stand recessed subject to the call of the Chair.
