         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Higher  
         Education was held on Monday, March 29, 1999 in Lt. Governor's  
         Committee Room, at Austin, Texas.

         The Chair called the meeting to order at 3:10 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair laid out SB 751 and recognized the author, Senator  
         Sibley, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Ogden moved that SB 751 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
          
         Senator Zaffirini moved that the minutes from the prior  
         meeting be approved;  there being no objection, the minutes  
         were approved. 
          
         The Chair laid out SB 1326 and recognized the author, Senator  
         Gallegos, Jr., to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Ogden moved that SB 1326 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair announced that no action would be taken on SB 988 by  
         Lucio. 
          
         The Chair laid out SB 989 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.  Witnesses testifying and  
  
         registering on the bill are shown on the attached list.   
         Senator Ogden moved that SB 989 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair laid out SB 1420 and recognized the author, Senator  
         Lucio, Jr., to explain the bill. Senator Ogden sent up a  
         committee substitute; the Chair recognized Senator Lucio, Jr.  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Ogden moved adoption of the  
         committee substitute, without objection, it was so  
         ordered.Witnesses testifying and registering on the bill are  
         shown on the attached list.  Senator West moved that SB 1420  
         be left pending; without objection, it was so ordered. 
          
         The Chair laid out SB 947 and recognized the author, Senator  
         Barrientos, to explain the bill.  Senator Zaffirini sent up a  
         committee substitute; the Chair recognized Senator Barrientos  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Zaffirini moved adoption of the  
         committee substitute, without objection, it was so ordered.  
         Senator Nelson sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Nelson requested unanimous consent  
         to incorporate amendments into the committee substitute;   
         without objection, it was so ordered.  Senator Nelson then  
         moved that the new committee substitute be adopted; without  
         objection, it was so ordered.  Senator Ratliff moved that SB  
         947 do not pass but that CSSB 947 be reported back to the full  
         Committee with the recommendation that it do pass.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 0 absent.   
          
         At 3:50 pm Senator Ogden assumed the chair.   
          
         The Chair laid out SB 1451 and recognized the author, Senator  
         West, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Ratliff moved that SB 1451 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         At 3:55 pm Senator West resumed the chair.   
          
         The Chair laid out SB 1289 and recognized the author, Senator  
         Zaffirini, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Zaffirini moved that SB 1289 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out SB 1290 and recognized the author, Senator  
         Zaffirini, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Zaffirini moved that SB 1290 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         At 4:05 pm Senator Ogden assumed the chair.   
          
         The Chair laid out SB 1569 and recognized the author, Senator  
         West, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Nelson moved that SB 1569 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         At 4:07 pm Senator West resumed the chair.   
          
         There being no further business, at 4:08 pm Senator West moved  
         that the Committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
