MINUTES SENATE SUBCOMMITTEE ON HIGHER EDUCATION Monday, April 26, 1999 2:00 pm Lt. Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing Senate Subcommittee on Higher Education was held on Monday, April 26, 1999 in Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Royce West None Senator Steve Ogden Senator Jane Nelson Senator Bill Ratliff Senator Judith Zaffirini ***** The Chair called the meeting to order at 5:30 pm. There being a quorum present, the following business was transacted. Senator Zaffirini moved that the minutes from the prior meeting be approved; there being no objection, the minutes were approved. The Chair laid out HB 368 and recognized the Senate sponsor, Senator Armbrister, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The Chair moved that HB 368 be left pending to await a quorum; without objection it was so ordered. Upon arrival of a quorum, Senator Zaffirini moved that HB 368 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. The Chair laid out SB 590 and recognized the author, Senator Truan, to explain the bill. Senator Zaffirini sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator West requested unanimous consent to incorporate the amendment into the bill to create a committee substitute; without objection, it was so ordered. Senator West then moved that the new committee substitute be adopted; without objection, it was so ordered. The Chair moved that CSSB 590 be left pending to await a quorum; without objection it was so ordered. Upon arrival of a quorum, Senator Ogden moved that SB 590 do not pass, but that CSSB 590 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. At 5:35 pm Senator Zaffirini assumed the chair. The Chair laid out SB 1780 and recognized Senator West, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The Chair moved that SB 1780 be left pending to await a quorum; without objection it was so ordered. Upon arrival of a quorum, Senator Nelson moved that SB 1780 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. At 5:40 pm Senator West resumed the chair. The Chair laid out SB 1859 and recognized the author, Senator Sibley, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Zaffirini sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Zaffirini requested unanimous consent to incorporate the amendments into the bill to create a committee substitute; without objection, it was so ordered. Senator Zaffirini then moved that the new committee substitute be adopted; without objection, it was so ordered. The Chair moved that SB 1859 be left pending to await a quorum; without objection it was so ordered. Upon arrival of a quorum, Senator Ratliff moved that SB 1859 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. The committee recessed at 5:43 pm on April 26th. The committee reconvened at 2:08 pm on April 27th at Senator West's Desk to vote on the bills. There being no further business, at 2:12 pm Senator West moved that the Committee be adjourned.
