Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing Senate Subcommittee on Higher Education was held on Monday, May 3, 1999 in Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Royce West Senator Bill Ratliff Senator Steve Ogden Senator Jane Nelson Senator Judith Zaffirini ***** The Chair called the meeting to order at 3:30 pm. The following business was transacted. The Chair laid out HB 2664 and recognized the Senate sponsor, Senator Sibley, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Zaffirini moved that HB 2664 be reported favorably to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Zaffirini moved that the minutes from the prior meeting be approved; there being no objection, the minutes were approved. The Chair laid out HB 2622 and recognized the Senate sponsor, Senator Shapleigh, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Nelson moved that HB 2622 be reported favorably to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. The Chair laid out HB 1297 and recognized the Senate sponsor, Senator Bernsen, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Nelson sent up a committee substitute; the Chair recognized Senator Bernsen to explain the difference between the committee substitute and the bill as filed. Senator Nelson moved adoption of the committee substitute, without objection, it was so ordered. Senator Nelson moved that HB 1297 do not pass but that CSHB 1297 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. The Chair laid out HB 1840 and recognized the Senate sponsor, Senator Brown, to explain the bill. Senator Ogden moved that HB 1840 be reported favorably to the full Committee with the recommendation that it do pass. The motion carried with a vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. There being no further business, at 3:50 pm Senator West moved that the Committee stand recessed subject to the call of the Chair.
