         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Wednesday, March 17, 1999 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:05 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Lindsay. 
          
         The Chair laid out SB 713 and recognized the author, Senator  
         Ogden, to explain the bill.   
          
         The Chair laid out SJR 21 and recognized the author, Senator  
         Carona, to explain the bill.   
          
         The Committee recessed at 9:30 a.m. 
          
         At 6:00 p.m., the Committee reconvened and resumed the public  
         hearing on SB 713.  Witnesses testifying and registering on  
         the bill are shown on the attached list.   
          
         At the request of the Chair,  SB 713 was left pending. 
          
         At 6:30 p.m. Senator Moncrief assumed the chair.   
          
         The Committee resumed the public hearing on SJR 21.  Witnesses  
         testifying and registering on  SJR 21 are shown on the  
         attached list.   
  
         At the request of the Chair, SJR 21 was left pending. 
          
         At 6:46 p.m. Senator Truan assumed the chair. 
          
         The Chair laid out SB 182 and recognized the author, Senator  
         Nixon, to explain the bill.   
          
         Senator Moncrief sent up a committee substitute; the Chair  
         recognized Senator Nixon to explain the difference between the  
         committee substitute and the bill as filed.  Senator Moncrief  
         moved adoption of the committee substitute, without objection,  
         it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At the request of the Chair, SB 182 was left pending. 
          
         At 7:05 Senator Moncrief assumed the chair. 
          
         The Chair laid out SB 647 and recognized Senator Duncan, in  
         the absence of the author, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At the request of the Chair, SB 647 was left pending 
          
         The Chair laid out SB 928 and recognized Senator Fraser, in  
         the absence of the author, to explain the bill.   
          
         Senator Fraser sent up a committee substitute; the Chair  
         recognized Senator Fraser to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Fraser moved adoption of the committee substitute, without  
         objection, it was so ordered. 
          
         No witnesses registered to testify for, against or on SB 928  
         or CSSB 928. 
          
         At the request of the Chair, SB 928 was left pending. 
          
         At 7:25 p.m. Senator Truan assumed the chair.   
          
         The Chair laid out SB 783 and recognized the author, Senator  
         Moncrief, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At the request of the Chair, SB 783 was left pending 
          
         There being no further business, at 7:40 p.m. Senator Truan  
  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
