Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Finance was
held on Tuesday, April 13, 1999 in the Capitol Extension, Room
E1.036, at Austin, Texas.

The Chair called the meeting to order at 8:05 a.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senators Truan, Barrientos, Carona and Gallegos.
At 8:05 a.m., Senator Moncrief assumed the chair.
The Chair laid out SB 1056 and recognized the author, Senator
Carona, to explain the bill.
Senator Carona sent up a committee substitute; the Chair
recognized Senator Carona to explain the difference between
the committee substitute and the bill as filed. Senator
Carona sent up Committee Amendment 1 and moved adoption;
without objection, the amendment was adopted. Senator Carona
moved adoption of the committee substitute, as amended;
without objection, it was so ordered.
Senator Carona moved that CSSB 1056 be left pending; without
objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
At 8:45 a.m. Senator Ratliff resumed the chair.
The Chair laid out SJR 42 and recognized the author, Senator
Brown, to explain the bill.
Senator Moncrief sent up a committee substitute; the Chair
recognized Senator Brown to explain the difference between the
committee substitute and the bill as filed. Senator Moncrief
sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted.
Senator Moncrief then moved adoption of the committee
substitute, as amended; without objection, it was so ordered.
Senator Moncrief moved that CSSJR 42 be left pending; without
objection, it was so ordered.

objection, it was so ordered.
The Chair laid out SB 1188 and recognized the author, Senator
Armbrister, to explain the bill.
Senator Moncrief sent up a committee substitute; the Chair
recognized Senator Armbrister to explain the difference
between the committee substitute and the bill as filed.
Senator Moncrief moved adoption of the committee substitute,
without objection, it was so ordered.
At 9:58 a.m., the Committee recessed for session. At 1:05
p.m., the Committee reconvened to continue the public hearing
on CSSB 1547 and CSSB 1188.
Senator Moncrief moved that CSSB 1547 be left pending; without
objection, it was so ordered.

There being no further business, at 1:35 p.m. Senator Ratliff
moved that the Committee stand recessed subject to the call of
