MINUTES SENATE COMMITTEE ON FINANCE Interim Subcommittee on Graduate Medical Education (Charge #4) Thursday, January 13, 2000 9:00 a.m. Capitol Extension, Room E1.036 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Finance Interim Subcommittee on Graduate Medical Education was held on Thursday, January 13, 2000, in the Capitol Extension, Room E1.036, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Mike Moncrief, Chair None Senator Carlos Truan Senator John Carona Senator Jon Lindsay Senator Royce West ***** The chair called the meeting to order at 9:02 a.m. There being a quorum present, the following business was transacted: The chair made opening remarks regarding the committee's charge. He explained to members that the present hearing would focus on the basics of graduate medical education. Members were reminded that the next hearing, scheduled for February 11, 2000 at The University of Texas Medical Branch at Galveston, will focus on uncompensated medical care and financial issues facing teaching hospitals. Another hearing, which will likely be held in March, will examine rural issues associated with graduate medical education. The chair then recognized members of the subcommittee for remarks. Senators West and Lindsay made brief remarks. The chair recognized Senator Robert Duncan as a visiting member of the subcommittee and invited him to participate in the discussions. Invited witnesses were recognized as follows: Dr. Lois Bready, representing the University of Texas Health Science at Center at San Antonio provided an overview of graduate medical education. Trey Berndt, representing the Legislative Budget Board, provided an overview of federal funding for graduate medical education. The following panel of witnesses provided testimony on the medical school perspectives on graduate medical education: Dr. Roderick E. McCallum, representing Texas A&M University System Health Science Center; Dr. Deborah Blackwell, representing the University of North Texas Health Science Center at Fort Worth; Dr. James Guckian, representing the University of Texas System; Dr. David Smith, representing Texas Tech University Health Sciences Center; and Dr. Bobby Alford, representing Baylor College of Medicine. John Guest, representing the University Hospital of San Antonio, provided testimony on the teaching hospital perspectives on graduate medical education. The following witnesses provided public testimony: George Farr, representing Children's Medical Center of Dallas; Dr. Robert Morrow, representing the Texas Medical Association; and Dr. Kern Wildenthal, representing the University of Texas Southwestern Medical Center at Dallas. There being no further business, at 12:15 p.m. Senator Truan moved that the Committee stand recessed subject to the call of the chair.
