MINUTES SENATE COMMITTEE ON FINANCE Interim Subcommittee on Graduate Medical Education Friday, February 11, 2000 10:00 a.m. University of Texas Medical Branch at Galveston Galveston, Texas ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Finance Interim Subcommittee on Graduate Medical Education (GME) was held on Friday, February 11, 2000, at the University of Texas Medical Branch at Galveston. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Mike Moncrief, Chair Senator Carlos Truan Senator Jon Lindsay Senator John Carona Senator Royce West ***** The chair called the meeting to order at 10:00 a.m. There being a quorum present, the following business was transacted: The chair made opening remarks and recognized Chairman Bill Ratliff and State Representative Craig Eiland as visiting members. Representative Eiland welcomed members to the City of Galveston. Invited Testimony The chair recognized the following witnesses to provide testimony on financial issues at state-owned teaching hospitals, indigent care, and GME issues: Dr. Jack Stobo, representing The University of Texas Medical Branch at Galveston; Brian Maxwell, representing The University of Texas Medical Branch at Galveston; Larry Revill, representing The University of Texas Medical Branch at Galveston; Dr. John Mendelsohn, representing The University of Texas M.D. Anderson Cancer Center - Houston; Dr. Skip Garvey, representing The University of Texas Health Center - Tyler; The chair recognized the presence of Representative Patricia Gray. The committee recessed at 11:35 a.m. and reconvened at 1:10 p.m. Invited testimony continued as follows: Trey Berndt, representing the Legislative Budget Board, and Teri Flack, representing the Texas Higher Education Coordinating Board, provided testimony on Medicaid GME funding and Coordinating Board funding of GME programs. Dr. Lisa Nash, representing the Texas Medical Association, provided testimony on GME funding methodologies in other states. Public Testimony Dr. Teri Turner, representing Texas Children's Hospital, provided written testimony only. There being no further business, at 2:25 p.m. Senator Lindsay moved that the Committee stand recessed subject to the call of the chair.
