Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Finance Interim
Subcommittee on Tobacco Settlement Proceeds was held on
Thursday, February 17, 2000, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 1:05 p.m. There being
a quorum present, the following business was transacted:
Invited Testimony
John O'Brien and Mirna Gonzalez, representing the
Legislative Budget Board, provided an overview of the
expenditure of tobacco settlement proceeds by institutions
of higher education.
The following witnesses provided testimony on the
expenditure of tobacco settlement proceeds and priorities
for the use of future tobacco settlement proceeds:
Don Brown, representing the Texas Higher Education
Coordinating Board;
John Anderson, Kristi Curry and Amy Castillo,
representing Baylor University Medical Center at
Dallas;
Diana Natalicio, representing The University of Texas
at El Paso;
Dr. Kern Wildenthal, representing The University of
Texas Southwestern Medical Center at Dallas;
Cary W. Cooper and Raymond Lewis, Jr., representing
The University of Texas Medical Branch at Galveston;
Dr. Thomas Burks, representing The University of Texas
Health Science Center at Houston;
Dr. John P. Howe and Robert B. Price, representing The
University of Texas Health Science Center at San
Antonio;
Dr. John Mendelsohn, representing The University of
Texas M.D. Anderson Cancer Center;
Lauri Deviney, representing the Legislative Budget
Board;
Ronald Garvey, representing the University of Texas
Health Science Center at Tyler;
Dr. Elvin Smith, representing Texas A&M University
System Health Science Center;
Dr. Deborah Blackwell, representing University of
North Texas health Science Center at Fort Worth; and
Dr. David Smith, representing Texas Tech University
Health Sciences Center.
Tom Kleinworth, representing Baylor College of
Medicine registered, but agreed to testify at a future
hearing.
At 3:40 p.m. Senator Moncrief assumed the chair.
Public Testimony
There was no one present who wished to provide public testimony
on the expenditure of tobacco settlement proceeds by
institutions of higher education.
There being no further business, at 3:45 p.m. Senator Fraser
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
