Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Jurisprudence was held on Wednesday, April 7, 1999 in the
Capitol Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 8:00 am. The
following business was transacted.
The following members arrived after the roll was called:

The Chair laid out SB 209 and recognized the author, Senator
Moncrief, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Harris moved that SB 209 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 4 ayes, 0 nays, 0 present
not voting, and 1 absent.
Senator Harris moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 787 and recognized the author, Senator
Harris, to explain the bill.

adoption; without objection, the amendment was adopted.

moved adoption of the committee substitute, without objection,
it was so ordered.

objection, it was so ordered.
The Chair laid out SB 1007 and recognized the author, Senator
Wentworth, to explain the bill.

the Senate with the recommendation that it do pass and be

objection, it was so ordered.
The Chair laid out SB 1735 and recognized Senator Harris, in
the absence of the author, to explain the bill.

1735 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.

placement on the Local & Uncontested Calendar; without
objection, it was so ordered.

moved adoption of the committee substitute, without objection,

At 8:50 am Senator Ellis resumed the chair.
Senator Wentworth was recognized on SB 917, left pending from
a previous hearing.
Senator Wentworth sent up a committee substitute; the Chair
recognized Senator Wentworth to explain the difference between
the committee substitute and the bill as filed. Senator
Wentworth moved adoption of the committee substitute, without
objection, it was so ordered.
Senator Wentworth moved that do not pass but that CS be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 4
ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Wentworth moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
Senator Wentworth asked for unanimous consent to be shown
voting Aye on SB 787 and SB 841; without objection it was so
ordered.
Senator Ellis asked for unanimous consent that Senator Brown
be shown voting Aye for SB 1150, 1163, 1346, 1735 and 917;
without objection it was so ordered.
There being no further business, at 8:52 am Senator Ellis
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
