MINUTES SENATE COMMITTEE ON STATE AFFAIRS Thursday, February 4, 1999 12:30 pm Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on State Affairs was held on Thursday, February 4, 1999 in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Florence Shapiro Senator Eddie Lucio, Jr. Senator Eliot Shapleigh Senator Drew Nixon Senator David Bernsen Senator J.E. Brown Senator David Cain Senator Tom Haywood Senator Jeff Wentworth ***** The Chair called the meeting to order at 11:10 am. There being a quorum present, the following business was transacted. The Chair advised that the first order of business was the adoption of the committee rules. The Chair suggested that the committee adopt all the rules except numbers eight and nine as they are directly related to the standing subcommittee. The Chair recognized Senator Cain to propose an amendment to rule number seven. Senator Cain moved that the committee adopt an amendment to add language to rule number seven, but several members had questions about the language. The Chair moved that the Committee refrain from adopting rules seven, eight and nine until all the members had a chance to review them. Senator Cain withdrew his amendment. Senator Shapleigh moved that the committee adopt all the rules except numbers seven, eight and nine and postpone the vote on those rules until the next meeting. Senator Brown seconded the motion. There being no objection the motion passed on a voice vote. Witnesses testifying and registering on the Y2K issue are shown on the attached list. There being no further business, at 11:45 am Senator Shapiro moved that the Committee stand recessed subject to the call of the Chair.
