         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on State  
         Affairs was held on Thursday, March 11, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the meeting to order at 1:35 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Nixon, Senator Shapleigh and Senator Wentworth. 
          
         Senator Cain moved approval of the minutes for the March 9,  
         1999, State Affairs Committee meeting. There being no  
         objection, the minutes were approved. 
          
         The Chair referred the following bills to the Standing  
         Subcommittee on Infrastructure: 
         SB 882 by Jackson 
         SB 923 by Wentworth 
         SB 986 by Nixon 
          
         The Chair laid out SB 717 and recognized the author, Senator  
         Lindsay, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Brown moved that SB 717 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
  
         The motion carried with a vote of 7 ayes, 0 nays, 1 present  
         not voting, and 1 absent.   
          
         The Chair laid out SB 826 and recognized the author, Senator  
         Lindsay, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapiro moved that SB 826 be left pending, at the  
         request of the author; without objection, it was so ordered. 
          
         At 2:05 pm Senator Shapleigh assumed the chair.   
          
         The Chair laid out SB 527 and recognized the author, Senator  
         Shapiro, to explain the bill.

         Senator Shapiro moved that SB 527 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 8 ayes, 0 nays, 0 present  
         not voting, and 1 absent.  Senator Shapleigh moved that the  
         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The Chair laid out SB 570 and recognized the author, Senator  
         Shapiro, to explain the bill.

         Senator Shapiro moved that SB 570 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         bill be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         The Chair laid out SB 571 and recognized the author, Senator  
         Shapiro, to explain the bill.

         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0

         the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         At 2:30 pm Senator Shapiro resumed the chair.   
          
         The Chair laid out SB 529 and recognized the author, Senator  
         Haywood, to explain the bill.   
          
         Senator Brown sent up a committee substitute; the Chair  
         recognized Senator Haywood to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Shapiro moved adoption of the committee substitute, without  
         objection, it was so ordered.

         Senator Haywood moved that SB 529 do not pass but that CSSB  
         529 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 637 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         Senator Brown sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.

         Senator Brown moved that SB 637, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0  
         present not voting, and 1 absent.  Senator Brown moved that  
         the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The Chair laid out SB 277 and recognized the author, Senator  
         Carona, to explain the bill.   
          
         Senator Nixon sent up a committee substitute; the Chair  
         recognized Senator Carona to explain the difference between  
         the committee substitute and the bill as filed.  Senator Nixon  
         moved adoption of the committee substitute, without objection,  
         it was so ordered.

         Senator Nixon moved that SB 277 do not pass but that CSSB 277  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 8  
         ayes, 0 nays, 0 present not voting, and 1 absent.  Senator  
         Nixon moved that the bill be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered.   
          
         The Chair laid out SB 154 and recognized the author, Senator  
         Lindsay, to explain the bill.

         Senator Nixon sent up a committee substitute; the Chair  
         recognized Senator Lindsay to explain the difference between

         Senator Shapiro moved that SB 154 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 496 and SJR 22 and recognized the  
         author, Senator Harris, to explain the bills.   
         Senator Shapleigh sent up Committee Amendment 1 on SB 496 and  
         moved adoption; without objection, the amendment was adopted.

         Senator Shapiro moved that SB 496 and SJR 22 be left pending;  
         without objection, it was so ordered. 
          
         The Chair laid out SB 220 and SJR 17 and recognized the  
         author, Senator Armbrister, to explain the bills.   
          
         At 3:35 pm Senator Shapleigh assumed the chair.

         Senator Shapiro moved that SB 220 and SJR 17 be left pending,  
         at the request of the author; without objection, it was so

         Carona, to explain the bill.   
          
         Senator Brown sent up a committee substitute; the Chair  
         recognized Senator Carona to explain the difference between  
         the committee substitute and the bill as filed.  Senator Brown  
         moved adoption of the committee substitute, without objection,  
         it was so ordered.

         Senator Nixon moved that SJR 12 do not pass but that CSSJR 12  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 8  
         ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 496 and recognized Senator Brown for an  
         amendment.   
          
         Senator Brown sent up Committee Amendment 2 and moved  
         adoption; without objection, the amendment was adopted.   
         Senator Brown moved that SB 496, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0  
         present not voting, and 1 absent.   
          
         The Chair laid out SJR 22 and recognized Senator Brown for an  
         amendment. 
          
         Senator Brown sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
         Senator Brown moved that SJR 22, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0  
         present not voting, and 1 absent.   
          
         The Chair laid out SB 954 and recognized the author, Senator  
         Ellis, to explain the bill.   
          
         The Chair laid out SB 434 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         The Chair laid out SB 699 and recognized the author, Senator  
         Carona, to explain the bill.   
          
         Senator Shapleigh sent up a committee substitute; the Chair  
         recognized Senator Carona to explain the difference between  
         the committee substitute and the bill as filed.

         At 5:40 pm Senator Shapleigh assumed the chair.   
          
         At 5:50 pm Senator Shapiro resumed the chair.   
          
         Senator Shapleigh moved adoption of the committee substitute  
         for SB 699, without objection, it was so ordered. 
          
         The Chair referred SB 954, SB 434 and SB 699 to the  
         Subcommittee on SB 434, SB 699 and SB 954 for further  
         consideration.  The Chair appointed Senator Shapleigh as Chair  
         of the subcommittee and Senators Brown and Wentworth as  
         members of the subcommittee. 
          
         There being no further business, at 6:40 pm Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
