MINUTES SENATE COMMITTEE ON STATE AFFAIRS Tuesday, March 23, 1999 11:00 am Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on State Affairs was held on Tuesday, March 23, 1999 in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Florence Shapiro Senator Tom Haywood Senator Eliot Shapleigh Senator Eddie Lucio, Jr. Senator David Bernsen Senator J. E. Brown Senator David Cain Senator Drew Nixon Senator Jeff Wentworth ***** The Chair called the meeting to order at 12:35 pm. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: Senator Brown and Senator Wentworth. Senator Shapleigh moved that the minutes from the March 18, 1999, State Affairs Committee meeting be approved. There being no objection, the minutes were approved. The Chair laid out SB 757 and recognized the author, Senator Duncan, to explain the bill. Senator Shapleigh sent up a committee substitute; the Chair recognized Senator Duncan to explain the difference between the committee substitute and the bill as filed. Senator Shapleigh moved adoption of the committee substitute, without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. Senator Shapleigh moved that SB 757 do not pass but that CSSB 757 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. At 1:00 pm Senator Shapleigh assumed the chair. The Chair laid out SB 753 and recognized Senator Shapiro, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Shapiro moved that SB 753 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent. At 1:06 pm Senator Shapiro resumed the chair. The Chair laid out SJR 1 and announced that the bill would remain pending, without objection, it was so ordered. There being no further business, at 1:10 pm Senator Shapiro moved that the Committee stand recessed subject to the call of the Chair.
