         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on State  
         Affairs was held on Thursday, May 13, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the meeting to order at 3:05 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senator Brown, Senator Lucio and Senator Nixon. 
          
         The subcommittee report on CSSB 1751 was laid out by the  
         Chair.  Senator Bernsen moved to  reconsider the vote by which  
         the committee substitute for SB 1751 was adopted.  There being  
         no objection, the vote was reconsidered. 
          
         Senator Lucio moved to withdraw his motion to adopt the  
         substitute.  There being no objection, the motion and the  
         substitute were withdrawn. 
          
         Senator Wentworth sent up a new committee substitute; the  
         Chair recognized Senator Wentworth to explain the difference  
         between the committee substitute and the bill as filed.   
         Senator Wentworth moved adoption of the committee substitute,  
         without objection, it was so ordered. 
          
         Senator Shapleigh moved adoption of the subcommittee report on  
         CSSB 1751.  There being no objection, it was so ordered. 
          
         Senator Shapleigh moved that SB 1751 do not pass but that CSSB  
         1751 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
  
         vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.   
         Senator Shapleigh moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The subcommittee report on HB 236 was laid out by the Chair.   
         Senator Cain moved adoption of the subcommittee report on HB  
         236.  There being no objection, it was so ordered.    
          
         Senator Cain moved that HB 236 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 7 ayes, 0 nays, 0 present  
         not voting, and 2 absent.  Senator Cain moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.
