         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Wednesday, April 12, 2000, in the Red Lion Hotel,  
         Houston, Texas

         The chair called the meeting to order at 10:16 a.m.  There being  
         a quorum present at 10:19 a.m., the following business was  
         transacted:   
          
         The Chair made opening remarks and asked other members of the  
         Committee and local Senators for their opening remarks. 
          
         The Chair called on Senator Whitmire to welcome the Committee to  
         Houston. 
          
         Witnesses testifying and registering on State Affairs Committee  
         Charges No. 1 and No. 3 are shown on the attached list. 
          
         At 12:27 p.m. Senator Lucio, Jr. assumed the chair.   
          
         At 12:55 p.m. Senator Shapiro resumed the chair.   
          
         There being no further business, at 4:38 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
