Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing Subcommittee on Infrastructure was
held on Tuesday, February 23, 1999 in the Capitol Extension,
Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 9:05 am. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senator J.E. Brown
Senator Eddie Lucio, Jr.
The Chair opened testimony to the agencies that were invited
to give updates to the members of the subcommittee.
Witnesses testifying before the subcommittee are shown on the
attached list.
At 10:01 a.m. Senator Cain moved that the Subcommittee stand
recessed until five minutes after adjournment of the Senate.
Without objection, it was so ordered.
The Chair reconvened the meeting at 11:20 a. m.
The Chair laid out SB 322 and recognized the author, Senator
Ellis, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Lucio, Jr. moved that SB 322 be reported favorably to
the full Committee with the recommendation that it do pass and
be printed. The motion carried with a vote of 5 ayes, 0 nays,
0 present not voting, and 0 absent.
The Chair laid out SB 74 and recognized the author, Senator
Truan, to explain the bill.
Senator Lucio, Jr. moved that SB 74 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 5 ayes, 0 nays, 0
present not voting, and 0 absent.
The Chair laid out SB 450 and recognized Senator Lucio, Jr.,
in the absence of the author, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Lucio, Jr. moved that SB 450 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 5 ayes, 0 nays, 0
present not voting, and 0 absent.
There being no further business, at 12:05 am Senator Bernsen
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
