Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing Senate Subcommittee on Infrastructure
was held on Tuesday, March 16, 1999 in the Capitol Extension,
Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 8:35 am. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senator David Bernsen
Senator Eddie Lucio, Jr.
Senator Nixon moved that the minutes from the previous meeting
be adopted, without objection, it was so ordered.
The Chair laid out SB 514 and recognized the author, Senator
Ogden, to explain the bill.
Senator Brown sent up a committee substitute; the Chair
recognized Senator Ogden to explain the difference between the
committee substitute and the bill as filed. Senator Brown
moved adoption of the committee substitute, without objection,
it was so ordered.
Senator Nixon sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Nixon requested unanimous consent to incorporate
amendment into the committee substitute; without objection,
it was so ordered.
Senator Nixon sent up a committee substitute with rolled in
amendment; the Chair recognized Senator Ogden to explain the
difference between the committee substitute and the bill as
filed. Senator Nixon moved adoption of the committee
substitute, without objection, it was so ordered.
Senator Nixon moved that SB 514 do not pass but that CSSB 514
be reported back to the full Committee with the recommendation
that it do pass. The motion carried with a vote of 5 ayes, 0
nays, 0 present not voting, and 0 absent.
The Chair laid out SB 515 and recognized the author, Senator
Ogden, to explain the bill.
Senator Nixon sent up a committee substitute; the Chair
recognized Senator Ogden to explain the difference between the
committee substitute and the bill as filed. Senator Nixon
moved adoption of the committee substitute, without objection,
it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Nixon moved that SB 515 do not pass but that CSSB 515
be reported back to the full Committee with the recommendation
that it do pass. The motion carried with a vote of 5 ayes, 0
nays, 0 present not voting, and 0 absent.
At 9:13 a.m. Senator Brown assumed the chair.
The Chair laid out SB 834 and recognized the author, Senator
Cain, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Lucio, Jr. moved that SB 834 be reported favorably to
the full Committee with the recommendation that it do pass.
The motion carried with a vote of 5 ayes, 0 nays, 0 present
not voting, and 0 absent.
There being no further business, at 9:31 a.m. Senator Lucio,
Jr. moved that the Committee stand recessed subject to the
call of the Chair. Without objection, it was so ordered.
