         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Infrastructure  
         was held on Tuesday, March 23, 1999 in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 8:40 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator J. E. Brown 
         Senator Eddie Lucio, Jr. 
          
         Senator Nixon moved that the minutes from the previous meeting  
         be approved, without objection, it was so ordered. 
          
         The Chair laid out SB 681 and recognized the author, Senator  
         Duncan, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Nixon moved that SB 681 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair laid out SB 682 and recognized the author, Senator  
         Duncan, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on

         Senator Bernsen moved that SB 682 be reported favorably to the  
  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Lucio requested that the full Committee place SB 682  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Lucio when the Subcommittee  
         report is presented to the full Committee. 
          
         The Chair laid out SB 639 and recognized the author, Senator  
         Bernsen, to explain the bill.

         Senator Bernsen moved that SB 639 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Bernsen requested that the full Committee place SB 639  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Bernsen when the Subcommittee  
         report is presented to the full Committee. 
          
         The Chair laid out SB 987 and recognized Senator Brown, in the  
         absence of the author, to explain the bill.

         Senator Brown moved that SB 987 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not

         At 9:04 a.m. Senator Brown assumed the chair.   
          
         The Chair laid out SB 775 and recognized Senator Cain, in the  
         absence of the author, to explain the bill.

         No action was taken on SB 1009. 
          
          At 9:27 a.m. Senator Cain resumed the chair.   
          
         There being no further business, at 9:29 a.m. Senator Cain  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
