                      SENATE SUBCOMMITTEE ON INFRASTRUCTURE 
                             Tuesday, March 30, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Infrastructure  
         was held on Tuesday, March 30, 1999 in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 8:45 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator David Bernsen 
         Senator Eddie Lucio, Jr. 
          
         Senator Nixon moved that the minutes from the previous meeting  
         be approved, without objection, it was so ordered. 
          
         The Chair laid out SB 628 and recognized the author, Senator  
         Truan, to explain the bill.   
          
         Senator Brown sent up a committee substitute; the Chair  
         recognized Senator Truan to explain the difference between the  
         committee substitute and the bill as filed.  Senator Brown  
         moved adoption of the committee substitute, without objection,  
         it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 628 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 925, SB 926, and SJR 3 and recognized  
         the author, Senator Wentworth, to explain the bills.   
  
         Witnesses testifying and registering on the bills are shown on  
         the attached list.   
          
         Senator Nixon moved that SJR 3 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Nixon  requested that the full Committee place SJR 3  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Nixon when the Subcommittee  
         report is presented to the full Committee. 
          
         Senator Nixon moved that SB 925 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Nixon  requested that the full Committee place SB 925  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Nixon when the Subcommittee  
         report is presented to the full Committee. 
          
         Senator Nixon moved that SB 926 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Nixon  requested that the full Committee place SB 926  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Nixon when the Subcommittee  
         report is presented to the full Committee. 
          
         The Chair laid out SB 1009 and recognized the author, Senator  
         Brown, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Brown moved that SB 1009 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair laid out SB 923 and recognized the author, Senator  
         Wentworth, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 923 be left pending; without  
         objection, it was so ordered. 
          
         At 9:07 a.m. the Chair moved that the Subcommittee stand  
  
         recessed until after the Senate adjouned, without objection,  
         it was so ordered.   
          
         At 12:28 p.m. the Subcommittee reconvened and the following  
         business was transacted. 
          
         The Chair laid out SB 1487 and recognized Senator Brown, in  
         the absence of the author, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Nixon moved that SB 1487 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair laid out SB 555 and recognized Senator Brown, in the  
         absence of the author, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 555, per request of the author, be  
         left pending; without objection, it was so ordered. 
          
         There being no further business, at 12:48 p.m. Senator Nixon  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
