MINUTES SENATE SUBCOMMITTEE ON INFRASTRUCTURE Tuesday, April 6, 1999 8:30 a.m. Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing Senate Subcommittee on Infrastructure was held on Tuesday, April 6, 1999 in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator David Cain Senator J. Brown Senator David Bernsen Senator Eddie Lucio, Jr. Senator Drew Nixon ***** The Chair called the meeting to order at 8:40 a.m. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: Senator David Bernsen Senator Eddie Lucio, Jr. Senator Nixon moved that the minutes from the previous meeting be approved, without objection, it was so ordered. The Chair laid out SB 1446 and recognized the author, Senator Barrientos, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Brown moved that SB 1446 be reported favorably to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. The Chair will request that the full Committee place SB 1446 on the Local and Uncontested Calender. The Chair laid out SB 162 and recognized the author, Senator Carona, to explain the bill. Senator Brown sent up a committee substitute; the Chair recognized Senator Carona to explain the difference between the committee substitute and the bill as filed. Senator Brown moved adoption of the committee substitute, without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. At 8:59 am Senator Brown assumed the chair. Senator Cain moved that SB 162 do not pass but that CSSB 162 be reported back to the full Committee with the recommendation that it do pass. The motion carried with a vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. The Chair laid out SB 1250 and recognized the author, Senator Cain, to explain the bill. Senator Nixon sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. At 9:58 a.m. Senator Brown moved that the Committee stand recessed until after the Senate adjourned, subject to the call of the Chair. Without objection, it was so ordered. At 12:13 p.m Senator Cain resumed the chair. The Committee reconvened at 12:13 p.m. At 12:14 p.m. Senator Nixon assumed the chair. Senator Cain sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted. Witnesses testifying and registering on the bill are shown on the attached list. Senator Cain moved that SB 1250 be reported favorably as amended to the full Committee with the recommendation that it do pass.
