Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing Senate Subcommittee on Infrastructure
was held on Tuesday, April 20, 1999 in the Capitol Extension,
Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 8:40 a.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
Senator Nixon moved that the minutes from the previous meeting
be approved, without objection, it was so ordered.
The Chair laid out SB 1751 and recognized the author, Senator
Wentworth, to explain the bill.
Senator Brown sent up a committee substitute; the Chair
recognized Senator Wentworth to explain the difference between
the committee substitute and the bill as filed. Senator Brown
moved adoption of the committee substitute, without objection,
it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair laid out SB 432 and recognized Senator Bernsen, in
the absence of the author, to explain the bill.
Senator Bernsen sent up a committee substitute; the Chair
recognized Senator Bernsen to explain the difference between
the committee substitute and the bill as filed.
Senator Bernsen moved adoption of the committee substitute,
without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Bernsen moved that SB 432 do not pass but that CSSB
432 be reported back to the full Committee with the
recommendation that it do pass. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
At 8:58 a.m. Senator Brown assumed the chair.
The Chair laid out SB 1098 and recognized the author, Senator
Cain, to explain the bill.
Senator Cain sent up a committee substitute; the Chair
recognized Senator Cain to explain the difference between the
committee substitute and the bill as filed. Senator Cain
moved adoption of the committee substitute, without objection,
it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 1098 be left pending; without
objection, it was so ordered.
At 9:13 a.m. Senator Cain resumed the chair.
At 9:15 a.m. the Chair moved that the Committee stand recessed
subject to the call of the Chair. Without objection, it was
so ordered.
At 12:45 p.m. the Committee reconvened.
Senator Bernsen moved that SB 1751 do not pass but that CSSB
1751 be reported back to the full Committee with the
recommendation that it do pass. The motion carried with a
vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.
There being no further business, at 12:47 p.m. the Chair moved
that the Committee stand recessed subject to the call of the
Chair. Without objection, it was so ordered.
