                      SENATE SUBCOMMITTEE ON INFRASTRUCTURE

         Pursuant to suspension of Senate Rule 11.11, a public hearing  
         Senate Subcommittee on Infrastructure was held on Thursday,  
         April 29, 1999 at Senator Cain's Desk, in Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator David Cain                       
         Senator J. E. Brown 
         Senator David Bernsen 
         Senator Eddie Lucio, Jr. 
         Senator Drew Nixon

         The Chair called the meeting to order at 3:30 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator J. E. Brown 
          
         The Chair laid out SB 1328 and explained the bill.   
          
         Senator Lucio, Jr. moved that SB 1328 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 4 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         At 3:34 p.m. Senator Lucio, Jr. assumed the chair.   
          
         The Chair laid out SB 1598 and recognized the author, Senator  
         Cain, to explain the bill.   
          
         Senator Cain sent up a committee substitute; the Chair  
         recognized Senator Cain to explain the difference between the  
         committee substitute and the bill as filed.  Senator Cain  
         moved adoption of the committee substitute, without objection,  
         it was so ordered. 
          
         Senator Cain moved that SB 1598 do not pass but that CSSB 1598  
         be reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 4 ayes, 0  
  
         nays, 0 present not voting, and 1 absent.   
          
         At 3:35 p.m. Senator Cain resumed the chair.   
          
         The Chair laid out SB 1672 and explained the bill. 
          
         Senator Bernsen moved that SB 1672 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 4 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         The Chair laid out SB 1677 and explained the bill. 
          
         The Chair sent up Committee Amendment 1 and Senator Bernsen  
         moved adoption; without objection, the amendment was adopted.   
          
         Senator Bernsen moved that SB 1677, as amended, be reported  
         back to the full Committee with the recommendation that it do  
         pass.  The motion carried with a vote of 4 ayes, 0 nays, 0  
         present not voting, and 1 absent.   
          
         The Chair laid out SB 1679 and explained the bill. 
          
         Senator Bernsen moved that SB 1679 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out SCR 47 and explained the bill. 
          
         Senator Lucio, Jr. moved that SCR 47 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         There being no further business, at 3:39 p.m. Senator Lucio,  
         Jr. moved that the Committee stand recessed subject to the  
         call of the Chair.  Without objection, it was so ordered.
