         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Infrastructure  
         was held on Tuesday, May 4, 1999 in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 8:45 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out HB 1380 and recognized the Senate sponsor,  
         Senator West, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that HB 1380 be left pending to await a  
         quorum; without objection it was so ordered.   
         The Chair laid out HB 236 and recognized the Senate sponsor,  
         Senator Wentworth, to explain the bill.

         At 8:49 a.m. Senator Nixon assumed the chair.   
          
         The Chair laid out HB 1492 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.

         Senator Cain moved that HB 1492 be reported favorably to the  
  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 3 ayes, 0 nays, 0 present not  
         voting, and 2 absent.   
          
         The Chair laid out HB 1779 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.

         Senator Cain moved that HB 1779 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 3 ayes, 0 nays, 0 present not  
         voting, and 2 absent.   
          
         At 8:55 a.m. Senator Cain resumed the chair.   
          
         The Chair laid out SB 927 and recognized the author, Senator  
         Wentworth, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 927 be left pending; without  
         objection, it was so ordered. 
          
         Upon arrival of a quorum, Senator Nixon moved that HB 236 be  
         reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 3 ayes, 0  
         nays, 0 present not voting, and 2 absent.   
          
         The Chair will request that the full Committee place HB 236 on  
         the Local and Uncontested Calender. 
          
         Senator Nixon moved that HB 1380 be reported back to the full  
         Committee with the recommendation that it do pass.  The motion  
         carried with a vote of 3 ayes, 0 nays, 0 present not voting,  
         and 2 absent.   
          
         At 9:31 a.m. Senator Nixon assumed the chair.   
          
         The Chair laid out HB 1980 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.

         Senator Cain moved that HB 1980 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 3 ayes, 0 nays, 0 present not  
         voting, and 2 absent.   
          
         The Chair laid out HB 2537 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.   
          
         Senator Cain sent up a committee substitute; the Chair  
         recognized Senator Cain to explain the difference between the  
         committee substitute and the bill as filed.  Senator Cain  
         moved adoption of the committee substitute, without objection,  
         it was so ordered.

         Senator Cain moved that HB 2537 do not pass but that CSHB 2537  
         be reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 3 ayes, 0  
         nays, 0 present not voting, and 2 absent.   
          
         The Chair laid out SB 1098 which was left pending from a  
         previous meeting.  
          
         Senator Cain moved that SB 1098 do not pass but that CSSB 1098  
         be reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 3 ayes, 0  
         nays, 0 present not voting, and 2 absent.   
          
         At 9:40 a.m. Senator Cain resumed the chair.   
          
         The Chair laid out HB 2159 and recognized Senator Lucio, Jr.,  
         in the absence of the Senate sponsor, to explain the bill.   
          
         Senator Lucio, Jr. sent up a committee substitute; the Chair  
         recognized Senator Lucio, Jr. to explain the difference  
         between the committee substitute and the bill as filed.   
         Senator Lucio, Jr. moved adoption of the committee substitute,  
         without objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Lucio, Jr. moved that HB 2159 do not pass but that  
         CSHB 2159 be reported back to the full Committee with the  
         recommendation that it do pass.  The motion carried with a  
         vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.   
          
         The Chair laid out SB 193 which was left pending from a  
         previous meeting 
          
         Senator Nixon moved that SB 193 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 3 ayes, 0 nays, 0 present not  
         voting, and 2 absent.   
          
         There being no further business, at 9:45 a.m. The Chair moved  
         that the Committee stand recessed subject to the call of the  
  
         Chair.  Without objection, it was so ordered.
