Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Nominations
was held on Wednesday, May 12, 1999, in the Capitol Building,
Room 2E.20, Austin, Texas.

The Chairman called the meeting to order at 1:30 p.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senator Mario Gallegos, Jr.
Senator J. E. Brown
Senator Tom Haywood
Chairman Wentworth announced that a grammatical error needed
to be fixed and a date change made in the Minutes from the
previous meeting.
Senator Bernsen moved that the Minutes from the previous
meeting be approved with changes. There being no objection,
the Minutes were adopted.
The Chairman laid out the name of the nominee to the Texas
Veterans Commission.
Senator Ogden introduced John A. Breiden, III.
Mr. Breiden made an opening statement and then responded to
questions by members of the Committee.
The Chairman announced that consideration of Mr. Breiden's
nomination would be left pending to await a quorum.
The Chairman laid out the name of the nominee to the Texas
Department of Information Resources.
Senator Shapiro introduced Rolf R. Haberecht.
Mr. Haberecht made an opening statement and then responded to
questions by members of the Committee.
At 2:08 p.m., Senator Jackson moved to recommend to the full
Senate that Rolf R. Haberecht be confirmed as a Member of the
Texas Department of Information Resources.
The motion carried with a vote of 5 ayes and 0 nays.
Chairman Wentworth laid out the names of the nominees to the
Texas State Board of Examiners of Professional Counselors.
Senator Lucio introduced Ana C. Bergh.
Chairman Wentworth introduced Gay T. McAlister.
Senator Nixon introduced Judy Powell.
Nominees made opening statements and then responded to
questions by members of the Committee.
The Chairman announced that consideration of these nominations
would be left pending to await a quorum.
The Chairman laid out the names of the nominees to the Credit
Union Commission.
Senator Lucio introduced Cynthia Cabaza.
Senator Jackson introduced Karen A. Jacks.
Chairman Wentworth introduced Floyde Burnside, Jr.
Senator Truan introduced Fran V. Hawkins.
Senator Moncrief introduced Carlos Puente.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:36 p.m., Senator Haywood moved to recommend to the full
Senate that Cynthia Cabaza, Karen A. Jacks, Fran V. Hawkins,
Carlos Puente and Floyde Burnside, Jr. be confirmed as Members
of the Credit Union Commission
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
State Board of Chiropractic Examiners.
Chairman Wentworth introduced Cheryl Belinda Barber and Dr.
Serge P. Francios.
Senator Jackson introduced Dr. Robert C. Coburn.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 2:46 p.m., Senator Haywood moved to recommend to the full
Senate that Cheryl Belinda Barber, Dr. Robert C. Coburn and
Dr. Serge B. Francios be confirmed as Members of the Texas
State Board of Chiropractic Examiners.
The motion carried with a vote of 7 ayes and 0 nays.
At 2:47 p.m., Senator Barrientos moved to recommend to the
full Senate that John A. Breiden, III be confirmed as a Member
of the Texas Veterans Commission.
The motion carried with a vote of 7 ayes and 0 nays.
At 2:50 p.m., Senator Gallegos moved to recommend to the full
Senate that Ana C. Bergh, Gay T. McAlister and Judy Powell be
confirmed as Members of the Texas State Board of Examiners of
Professional Counselors.
The motion carried with a vote of 7 ayes and 0 nays.
The Chairman laid out the names of the nominees to the Texas
Board of Mental Health and Mental Retardation.
Chairman Wentworth introduced Dr. Spencer Bayles and Harriet
Marmon Helmle.
Senator Shapiro introduced Andrew P. Hardin and Dr. Kenneth Z.
Altshuler.
Senator Shapleigh introduced Sharon Swift Butterworth.
Senator Bernsen introduced Lynda K. Scott.
Nominees made opening statements and then responded to
questions by members of the Committee.
At 3:20 p.m., Senator Gallegos moved to recommend to the full
Senate that Dr. Spencer Bayles, Andrew P. Hardin, Harriet
Marmon Helmle, Dr. Kenneth Z. Altshuler, Sharon Swift
Butterworth and Lynda K. Scott be confirmed as Members of the
Texas Board of Mental Health and Mental Retardation.
The motion carried with a vote of 7 ayes and 0 nays.
At 3:28 p.m., Senator Gallegos moved to recommend to the full
Senate that the nominees to the Lavaca-Navidad River Authority
Board of Directors: Dr. Gerald M. Boyd, Robert Martin, Mitzi
Mauritz and Mike Myers; the State Office of Risk Management:
Judge Micaela Alvarez, Ronald D. Beals, Gerald M. Lavey, Ray
"Tom" Pace, Martha A. Rider and James E. "Jim" Green; the
Texas Guaranteed Student Loan Corporation Board of Directors:

There being no further business, at 3:30 p.m. Senator Gallegos
moved that the Committee stand recessed subject to the call of
the Chairman. Without objection it was so ordered.
