         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Tuesday, February 2, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the hearing to order at 2:05 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair introduced the Committee members. 
          
         The Chair laid out the Committee Rules for adoption and  noted  
         that the Committee will be meeting each Tuesday at 3:30 pm in  
         the Senate Chamber.  Senator Lucio moved for the adoption of  
         the Committee Rules.  Senator Armbrister moved to second the  
         motion and the rules were unanimously adopted. 
          
         The Chair introduced the committee staff: Carol McGarah,  Fred  
         Aus, Scott Norman, John Shepperd, Bryan Hadley and Taylor  
         Moore. 
          
         There being no further business, at 2:12 pm Senator Lucio  
         moved that the Committee stand recessed subject to the call of  
         the Chair.
