         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Tuesday, March 23, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the meeting to order at 2:15 pm.  There being  
         a quorum present, the following business was transacted. 
          
         Senator Barrientos moved that the Minutes from the previous  
         hearing be adopted.  There being no objection, it was so  
         ordered. 
          
         The Chair notified the Committee that SB 1476 would not be  
         heard. 
          
         The Chair laid out SB 1184 and Senator Bivins explained the  
         bill.   
          
         No public testimony was taken on the bill.  The bill was left  
         pending until a quorum was present. 
          
         The Chair laid out SB 1165 and Senator Wentworth, the author,  
         explained the bill. 
          
         Senator Brown sent up a Committee Substitute and Senator  
         Wentworth explained the differences. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         The bill was left pending until a quorum was present.   
          
         At 2:37 pm, Senator Barrientos assumed the Chair and laid out  
         SCR 17.  Senator Brown explained the Resolution.  No public  
         testimony was taken and the Resolution was left pending until  
         a quorum was present.  
          
         The Chair laid out SB 897 and Senator Brown explained the  
         bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Brown moved that SB 897 be reported favorably to the  
         full Senate.  The motion carried with a vote of 6 ayes, 0  
         nays, 0 present not voting, and 1 absent.  Senator Brown moved  
         that SB 897 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         Senator Brown moved that SCR 17 be reported favorably to the  
         full Senate.  The motion carried with a vote of 6 ayes, 0  
         nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 1184 and Senator Bivins explained the  
         bill.  Senator Bivins sent up Committee Amendment One and  
         moved its adoption; without objection, the amendment was  
         adopted.  Senator Bivins moved that Amendment One be rolled  
         into a Committee Substitute; without objection, it was so  
         ordered.  Senator Bivins moved that CSSB 1184 be reported  
         favorably to the full Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 6  
         ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 898 and Senator Brown sent up a  
         Committee Substitute, explained the differences, and moved its  
         adoption; without objection; the Substitute was adopted. 
          
         No public testimony was taken on the bill.   
          
         Senator Brown moved that CSSB 898 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 0 nays, 0  
         present not voting, and 1 absent.  Senator Brown moved that  
         CSSB 898 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
         The Chair laid out SB 1297 and Senator Brown explained the  
         bill.   
          
         No public testimony was taken on the bill.   
          
         Senator Brown moved that SB 1297 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 0 nays, 0  
         present not voting, and 1 absent.  Senator Brown moved that SB  
  
         1297 be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered. 
          
         The Chair laid out SB 1096 and Senator Nixon, the author,  
         explained the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. The Chair closed public testimony. 
          
         At 3:11 pm, Senator Brown assumed the Chair. 
          
         SB 1096 was left pending.                            
          
         The Chair laid out SB 991 and Senator Lucio sent up a  
         Committee Substitute, explained the Substitute and moved  
         adoption; without objection, the Substitute was adopted.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         Senator Lucio moved that CSSB 991 be reported favorably to the  
         full Senate.  The motion carried with a vote of 6 ayes, 0  
         nays, 0 present not voting, and 1 absent.  Senator Lucio moved  
         that CSSB 991 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
         The Chair laid out SB 296 and Senator Jackson, the author,  
         explained the bill. 
          
         No public testimony was taken on the bill. 
          
         Senator Armbrister moved that SB 296 be reported favorably to  
         the full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 6 ayes, 0 nays, 0  
         present not voting, and 1 absent.  Senator Armbrister moved  
         that SB 296 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         The Chair, again, laid out SB 1165, and moved adoption of the  
         Committee Substitute; without objection, the Substitute was  
         adopted.  Senator Armbrister moved that CSSB 1165 be reported  
         favorably to the full Senate.  The motion carried with a vote  
         of 6 ayes, 0 nays, 0 present not voting, and 1 absent.  
          
         There being no further business, at 4:52 pm Senator Armbrister  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
