         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Wednesday, March 31, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the meeting to order at 11:55 am.  There  
         being a quorum present, the following business was transacted.   
          
         The Committee held a hearing at Senator Brown's desk upon  
         adjournment from the Senate's regular order of business, after  
         the posting notice rules had been suspended.   
          
         At 11:56 am, Senator Lucio assumed the Chair and laid out CSSB  
         1303.  Senator Brown explained the Substitute and sent up  
         Committee Amendment One and moved its adoption; without  
         objection, the amendment was adopted.  Senator Brown moved  
         that the Committee Amendment be rolled into a new Committee  
         Substitute; without objection, it was so ordered.  The new  
         Committee Substitute was then adopted.  Senator Brown moved  
         that CSSB 1303 be reported favorably to the full Senate.  The  
         motion carried with a vote of 6 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
          
         There being no further business, at 12:00 pm Senator Lucio  
         moved that the Committee stand recessed  subject to the call  
         of the Chair.  Without objection, it was so ordered.
