Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Natural
Resources was held on Tuesday, April 20, 1999 in the Senate
Chamber at Austin, Texas.

The Chair called the meeting to order at 2:20 pm. There being
a quorum present, the following business was transacted.
The Chair laid out SB 977, as amended, and Senator Ratliff,
the author, explained the bill.
No public testimony was taken on the bill.
Senator Haywood moved adoption of the Subcommittee Report;
without objection, the Report was adopted. Senator Ratliff
moved that SB 977, as amended, pass and be reported favorably
to the full Senate. The motion carried with a vote of 7 ayes,
0 nays, 0 present not voting, and 0 absent.
The Chair laid out CSSB 635 and Senator Ogden, the author,
explained the bill.
Senator Barrientos moved adoption of the Subcommittee Report;
without objection, the Report was adopted. Senator Barrientos
moved that CSSB 635 pass and be reported favorably to the full
Senate. The motion carried with a vote of 7 ayes, 0 nays, 0
present not voting, and 0 absent. Senator Barrientos moved
that CSSB 635 be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
At 2:50 pm, Senator Bivins assumed the Chair.
The Chair laid out SB 1301 and Senator Brown sent up a
Committee Substitute and moved its adoption; without
objection, the Substitute was adopted. Senator Brown
explained the Substitute.
No public testimony was taken on the bill. Senator Brown
moved that CSSB 1301 pass and be reported favorably to the
full Senate. The motion carried with a vote of 7 ayes, 0
nays, 0 present not voting, and 0 absent. Senator Brown
moved that CSSB 1301 be recommended for placement on the Local
& Uncontested Calendar; without objection, it was so ordered.
At 3:02 pm, Senator Brown assumed the Chair and laid out SB
828. Senator Shapleigh, the author, explained the bill.
No public testimony was taken on the bill.
Senator Bivins moved that SB 828 pass and be reported
favorably to the full Senate. The motion carried with a vote
of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Bivins moved that SB 828 be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
The Chair laid out CSSB 1829 by Zaffirini and moved adoption
of the Subcommittee Report on CSSB 1829; without objection, it
was so ordered. Senator Ratliff moved that CSSB 1829 pass and
be reported favorably to the full Senate. The motion carried
with a vote of 7 ayes, 0 nays, 0 present not voting, and 0
absent. Senator Ratliff moved that CSSB 1829 be recommended
for placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out CSSB 1690 and Senator Ratliff moved that
CSSB 1690 pass and be reported favorably to the full Senate.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting, and 0 absent.
Senator Armbrister moved that the Minutes from the April 13th
and 15th Hearings be adopted; without objection, it was so
ordered.
The Chair laid out SB 1612 and Senator Lucio explained the
bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
Public testimony was closed and the bill was left pending.
The Chair laid out SB 1710 and Senator Armbrister explained
the bill for the author, Senator Ellis.
Senator Armbrister sent up a Committee Substitute and moved
its adoption; without objection, the Substitute was adopted.
No public testimony was taken and the bill was left pending
before the Committee.
The Chair laid out SB 1771 and Senator Armbrister sent up a
Committee Substitute. Senator Armbrister sent up Committee
Amendment One and moved its adoption; without objection, the
Amendment was adopted. Senator Armbrister moved adoption of
the Committee Substitute; without objection, the Substitute
was adopted. Senator Armbrister moved that the Amendment be
rolled into a new Committee Substitute. It was so ordered.
Senator Armbrister moved that CSSB 1771 pass and be reported
favorably to the full Senate. The motion carried with a vote
of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Armbrister moved that CSSB 1771 be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out CSSB 431 and Senator Armbrister sent up the
Subcommittee on Agriculture Report to be adopted; without
objection, the Report was adopted. Senator Armbrister
explained the bill for the author, Senator Madla.
Witnesses testifying and registering on the bill are shown on

Public testimony was closed and Senator Armbrister moved that
CSSB 431 pass and be reported favorably to the full Senate.
The motion carried with a vote of 7 ayes, 0 nays, 0 present
not voting and 0 absent. Senator Armbrister moved that CSSB
431 be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
There being no further business, at 4:40 pm Senator Armbrister
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
