         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Monday, April 26, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Committee held a hearing at Senator Brown's desk upon  
         adjourment from the Senate's regular order of business. 
          
         The Chair called the meeting to order at 5:05 pm.  There being  
         a quorum present, the following business was transacted.   
          
         Senator Armbrister moved that the Minutes from the previous  
         April 20th and 22nd Hearings be adopted; without objection, it  
         was so ordered. 
          
         The Chair laid out SB 1883 and Senator Harris, the author,  
         explained the bill. 
          
         No public testimony was taken on the bill. 
          
         Senator Armbrister moved that SB 1883 pass and be reported  
         favorably to the full Senate.  The motion carried with a vote  
         of 6 ayes, 0 nays, 0 present not voting and 1 absent.  Senator  
         Lucio moved that SB 1883 be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
          
         The Chair laid out HB 2719 and Senator Lucio, the sponsor,  
         explained the bill.   
          
         No public testimony was taken on the bill. 
  
         Senator Lucio moved that HB 2719 pass and be reported  
         favorably to the full Senate.  The motion carried with a vote  
         of 6 ayes, 0 nays, 0 present not voting and 1 absent.  Senator  
         Lucio moved that HB 2719 be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
          
         There being no further business, at 5:10 pm Senator Lucio  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
