         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Thursday, May 6, 1999 in the Capitol  
         Extension, Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 2:15 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The Chair laid out HB 2 and Senator Ogden, the sponsor,  
         explained the bill. 
          
         No public testimony was taken on the bill. 
          
         Senator Armbrister moved that HB 2 pass and be reported  
         favorably to the full Senate.  The motion carried with a vote  
         of 5 ayes, 0 nays, 1 present not voting and 1 absent. Senator  
         Armbrister moved that HB 2 be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
          
         The Chair laid out HB 2199 and Senator Bivins, the sponsor,  
         explained the bill. 
          
         No public testimony was taken on the bill. 
          
         Senator Bivins moved that HB 2199 pass and be reported  
         favorably to the full Senate.  The motion carried with a vote  
         of 6 ayes, 0 nays, 0 present not voting and 1 absent.  Senator  
         Bivins moved that HB 2199 be recommended for placement on the  
         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
  
         The Chair laid out HB 2926 and Senator Bivins, the sponsor,  
         explained the bill.

         The Chair laid out HB 2599 and Senator Duncan, the sponsor,  
         explained the bill.  Senator Lucio sent up Committee  
         Amendments One, Two, Three, Four, and Five and the sponsor  
         explained the amendments.

         explained the bill.

         objection, it was so ordered. 
          
         The Chair laid out HB 2965 and Senator Lindsay, the sponsor,  
         explained the bill.  Senator Armbrister sent up Committee  
         Amendments One, Two, and Three and moved adoption; without  
         objection, the Amendments were adopted.  Senator Armbrister  
         moved that HB 2965, as amended, pass and be reported favorably  
         to the full Senate.  The motion carried with a vote of 5 ayes,  
         0 nays, 0 present not voting and 2 absent.  Senator Lucio  
         moved that HB 2965, as amended, be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered. 
          
         The Chair laid out HB 3330 and Senator Armbrister sent up  
         Committee Amendments One, Two and Three and moved adoption;  
         without objection, the Amendments were adopted.  Senator

         reported favorably to the full Senate.  The motion carried

         Committee Amendment One and moved adoption; without objection,

         present not voting and 1 absent.  Senator Armbrister moved

         HB 3288 pass and be reported favorably to the full Senate.

         3288 be recommended for placement on the Local & Uncontested  
  
         Calendar; without objection, it was so ordered.

         favorably to the full Senate.  The motion carried with a vote  
         of 6 ayes, 0 nays, 0 present not voting and 1 absent.  Senator

         Local & Uncontested Calendar; without objection, it was so  
         ordered. 
  
         The Chair laid out HB 2303 and Senator Brown explained the  
         bill.

         2303 pass and be reported favorably to the full Senate.  The  
         motion carried with a vote of 6 ayes, 0 nays, 0 present not  
         voting, and 1 absent. 
         Senator Lucio moved that HB 2303 be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered. 
          
         At 5:54 pm, Senator Brown assumed the Chair and laid out HB  
         2599.  Senator Lucio moved to adopt Committee Amendments One  
         through Five; without objection, the Amendments were adopted.   
         Senator Lucio moved that HB 2599 as amended pass and be  
         reported favorably to the full Senate.  The motion carried  
         with a vote of 6 ayes, 0 nays, 0 present not voting and 1  
         absent.  Senator Lucio moved that HB 2599 as amended be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered. 
          
         The Chair laid out HB 2597 and Senator Armbrister moved it  
         pass and be reported favorably to the full Senate.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting  
         and 1 absent.  Senator Armbrister moved that HB 2597 be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered. 
          
         The Chair laid out HB 1069 and Senator Armbrister moved that  
         it pass and be reported favorably to the full Senate.  The  
         motion carried with a vote of 6 ayes, 0 nays, 0 present not  
         voting and 1 absent.  Senator Lucio moved that HB 1069 be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered. 
          
         The Chair laid out HB 2303 and Senator Lucio moved that it  
         pass and be reported favorably to the full Senate.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting  
         and 1 absent.  Senator Lucio moved that HB 2303 be recommended  
         for placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.  
          
         There being no further business, at 6:05 pm Senator Armbrister  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
