Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Natural
Resources was held on Wednesday, May 12, 1999 in the Senate
Chamber at Austin, Texas.

The Chair called the meeting to order at 2:10 pm. There being
a quorum present, the following business was transacted.
The Chair notified the Committee that HBs 1171, 1172, and 1910
would be considered jointly.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair suspended public testimony.
The Chair laid out HB 2660 and Senator Ogden, the sponsor,
explained the bill. Senator Brown sent up a Committee
Substitute and moved adoption; without objection, the
Substitute was adopted. The bill was left pending, awaiting a
quorum.
The Chair laid out HB 2272 and Senator Haywood, the sponsor,
explained the bill.
No public testimony was taken and the bill was left pending,
awaiting the arrival of a quorum.
The Chair laid out HB 3814 and Senator Haywood, the sponsor,
explained the bill.

At 2:44 pm, Senator Lucio assumed the Chair and laid out HB
3079. Senator Brown, the sponsor, explained the bill and sent
up Committee Amendments One and Two. Senator Brown moved
adoption of the Amendments; without objection, the Amendments
were adopted.

recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.

HB 2272 pass and be reported favorably to the full Senate.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting and 1 absent. Senator Haywood moved that HB 2272
be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The Chair laid out CSHB 2660 and Senator Armbrister sent up
Committee Amendment One and moved adoption; without objection,
the Amendment was adopted. Senator Armbrister moved to roll
the Amendment into a new Committee Substitute; without
objection, it was so ordered. Senator Armbrister moved that
CSHB 2660 pass and be reported favorably to the full Senate.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting and 1 absent.
The Chair laid out HB 3460 and Senator Armbrister moved that
HB 3460 pass and be reported favorably to the full Senate.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting and 1 absent.
The Chair laid out HB 3814 and Senator Haywood moved that HB
3814 pass and be reported favorably to the full Senate. The
motion carried with a vote of 6 ayes, 0 nays, 0 present not
voting and 1 absent. Senator Haywood moved that HB 3814 be
recommended for placement on the Local & Uncontested Calendar;
without objection, it was so ordered.
The Chair laid out HB 3823 and Senator Barrientos moved that
HB 3823 pass and be reported favorably to the full Senate.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting and 1 absent. Senator Barrientos moved that HB
3823 be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
The Chair laid out HB 3847 and Senator Barrientos moved that
HB 3847 pass and be reported favorably to the full Senate.
The motion carried with a vote of 6 ayes, 0 nays, 0 present
not voting and 1 absent. Senator Barrientos moved that HB
3847 be recommended for placement on the Local & Uncontested
Calendar; without objection, it was so ordered.
At 5:25 pm, Senator Armbrister assumed the Chair.
There being no further business, at 5:30 pm Senator Barrientos
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
