         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Natural  
         Resources was held on Friday, May 14, 1999 in the Senate  
         Chamber at Austin, Texas.

         The Chair called the meeting to order at 9:45 pm.  There being  
         a quorum present, the following business was transacted.   
          
         At 9:46 pm, Senator Lucio assumed the Chair and laid out HB  
         2954.  Senator Brown, the sponsor, explained the bill and no  
         public testimony was taken.  Senator Brown moved that HB 2954  
         pass and be reported favorably to the full Senate.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting  
         and 1 absent.   
          
         At 9:48 pm, Senator Brown assumed the Chair and recognized  
         that HB 3132 had been tagged. 
          
         The Chair laid out HB 3444 and Senator Fraser, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Lucio moved that HB 3444 pass and be reported favorably to the  
         full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent.  Senator Armbrister  
         moved that HB 3444 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         The Chair laid out HB 1291 and Senator Lucio explained the  
         bill for the sponsor, Senator Harris.  No public testimony was  
         taken on the bill and Senator Lucio moved that HB 1291 pass  
         and be reported favorably to the full Senate.  The motion  
         carried with a vote of 4 ayes, 0 nays, 0 present not voting  
  
         and 3 absent.  
          
         The Chair laid out HB 426 and Senator Haywood, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Haywood moved that HB 426 pass and be reported favorably to  
         the full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent.  Senator Haywood  
         moved that HB 426 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         The Chair laid out HB 2447 and Senator Lucio explained the  
         bill for the sponsor, Senator Duncan.  No public testimony was  
         taken and the bill was left pending before the Committee. 
          
         The Chair laid out HB 3381 and Senator Fraser, the sponsor,  
         explained the bill.  The bill was left pending before the  
         Committee. 
          
         The Chair laid out HB 3582 and Senator Haywood, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Haywood moved that HB 3582 pass and be reported favorably to  
         the full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent.  Senator Haywood  
         moved that HB 3582 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         The Chair laid out HB 3696 and Senator Lucio, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Lucio moved that HB 3696 pass and be reported favorably to the  
         full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent.  Senator Lucio moved  
         that HB 3696 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered. 
          
         The Chair laid out HB 3804 and Senator Nelson, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Lucio moved that HB 3804 pass and be reported favorably to the  
         full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent. 
          
         The Chair laid out HB 3845 and Senator Bernsen, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Lucio moved that HB 3845 pass and be reported favorably to the  
         full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent.  Senator Lucio moved  
         that HB 3845 be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
         The Chair laid out HB 3846 and Senator Bernsen, the sponsor,  
         explained the bill.  No public testimony was taken and Senator  
         Lucio moved that HB 3846 pass and be reported favorably to the  
         full Senate.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting and 3 absent. 
          
         The Chair laid out HB 1800 and Senator Jackson, the sponsor,  
         explained the bill.  The bill was left pending before the  
  
         Committee. 
          
         The Chair laid out HB 3738 and Senator Jackson, the sponsor,  
         explained the bill.  The bill was left pending before the  
         Committee. 
          
         At 10:02 pm, Senator Lucio assumed the Chair and laid out SCR  
         81.  Senator Brown, the author, explained the Resolution.  No  
         public testimony was taken and Senator Brown moved that SCR 81  
         pass and be reported favorably to the full Senate. The motion  
         carried with a vote of 4 ayes, 0 nays, 0 present not voting  
         and 3 absent.   
          
         At 10:03 pm, Senator Brown assumed the Chair and laid out SR  
         928.  Senator Armbrister, the author,  
         left the bill pending, awaiting the arrival of a quorum.   
          
         The Chair laid out HB 2735 and Senator Armbrister explained  
         the bill for the sponsor, Senator Barrientos.  No public  
         testimony was taken and the bill was left pending awaiting the  
         arrival of a quorum.   
          
         The Chair laid out HB 2162 and Senator Armbrister explained  
         the bill for the sponsor, Senator Barrientos.   The bill was  
         left pending awaiting the arrival of a quorum. 
          
         The Chair laid out SR 928 and Senator Armbrister moved that SR  
         928 pass and be reported favorably  
         to the full Senate.  The motion carried with a vote of 4 ayes,  
         0 nays, 0 present not voting and 3 absent. 
          
         The Chair laid out HB 2735 and Senator Lucio moved that HB  
         2735 pass and be reported favorably to the full Senate.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting and 3 absent.  Senator Lucio moved that HB 2735 be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         The Chair laid out HB 2162 and Senator Lucio moved that HB  
         2162 pass and be reported favorably to the full Senate.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting and 3 absent.  Senator Lucio moved that HB 2162 be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         There being no further business, at 10:11 pm Senator Lucio  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
