Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Senate
Committee on Natural Resources, Subcommittee on Agriculture
was held on Thursday, February 18, 1999 in the Capitol
Extension, Room E1.012, at Austin, Texas.

The Chair called the meeting to order at 1:15 p.m. There
being a quorum present, the following business was transacted.
The following members arrived after the roll was called:
none.
The Chair laid out SB448 and recognized the author, Senator
Duncan, to explain the bill.
Senator Duncan then explained SB 448.
Susan Combs, representing Texas Department of Agriculture,
testified in favor of the bill.
Chris Shields, representing Texas Agriculture Aviation
Association, testified in favor of the bill.
Michael Reeves, representing Lubbock Chamber of Commerce,
registered in favor of the bill but did not testify.
Morris Wilkes, representing Lubbock Chamber of Commerce,
registered in favor of the bill but did not testify.
The Chair then asked if there was any one else here to testify
on, for or against the bill.
Hearing none the Chair closed public testimony.
The Chair then instructed the clerk to call the roll. The
motion carried with a vote of 2 ayes, 0 nays, 0 present not
voting, and 1 absent.
The Chair announced that the bill is reported to the Senate
Natural Resources committee favorably.
The Chair then told Senator Duncan it would be held there
because of the large fiscal implications of this bill. Senator
Duncan then explained that the fiscal note was not completely
accurate and that they are working to have it corrected by
Monday.
The Chair called for any other business, Senator Armbrister
moved that the Minutes from the previous meeting be adopted.
There being no objection, it was so ordered.
There being no further business, at 1:40 p.m. Senator Haywood
moved that the Committee be adjourned. Without objection, it
was so ordered.
